Well it seems like Windows is hiding this folder completely (enabled show hidden elements) because I can find it with File Commander. I used the Android app "File Commander" to seath for the word sav (the file extention of the save files). After installing the app, you can then transfer your saved game to the other device. There are several root folders on my device. Then, go to the cloud and open Fallout Shelter. On my Sony Xperia Z Tablet, I think the folder was in the Storage00 folder (or something similar).
